As of November 2016, Microsoft Windows Updates are now available for download from the Microsoft Update Catalog only. As always, all updates will still be available via WSUS, SCCM, and Windows Update – this change is only for manual downloads.

- What is the complete message that you got on your screen when you were on CNN website?
As per description you got a message to install IE patch V:1.2, Build 11/06/2015. Microsoft has not released any such Internet Explorer Update on the date mentioned here.
It is good that you have not installed this updates yet. I would suggest you to provide the complete message that you got when you were on CNN website. and also provide us the name of the patch file that you have downloaded.

In the mean time you can also try to run the SFC scan on your system and check.
System File Checker.
You may run the system file checker tool and check if it helps. SFC scan will scan for the corrupted system files on the computer. You may refer to the following article in order to use System File Checker tool appropriately.
