I had this problem randomly but I finally found a solution, all thanks goes to 'feedlord' from EUW
Since changing your DNS server over to googles isn’t solving the issue as it looks like an issue with riots DNS server at the moment there is another way to fix it.
What we need to do is to tell windows to not lookup the ip address for l3cdn.riotgames.com but instead tell it the ip address.
Step 1 : Click on the start menu and type “notepad”
Step 2 : Right click on notepad and choose “Run as administrator”
Step 3 : Go to File – Open and navigate to the folder “C:Windows/System32/drivers/etc” (you may need to change where is says “text files” just above the open button to “all files”) and open the file named “hosts”
Step 4 : Add the line “23.74.24.114 l3cdn.riotgames.com” to the bottom of the file and save.
Hey presto open the LoL client and you should be good to go.
EDIT NOTE: Remember to come back and delete this line as it will cause issues if riot changes the ip of their server in the future.
I and some other poeple in the LoL forum have problems with installing this Patch, a error message (http://gyazo.com/ee8c7aaac60dd5c4bcfdbe99e71cc839) comes up at 99% of the installation .

Go to the EUNE server download everything -> switch back to EUW (Swich Language to a other language than eng.)

Click on the help logo at the right upper corner, then click on repair.

Just restart the Patcher...Method from Rito Go to your Leage of Legends folder -> Rads -> Projects -> Delete everything there, start your launcher and download EVERYTHING again. All your settings get deleted.
