I just checked the direct ISO download method (I had not used it in some time) and it appears that MS may have now limited the available download of Windows to Windows 10 v.1709, If you find this to be the case as well let me know.

Here is the link to the Win 10 v.1703 page, make sure to choose the correct edition. Download and install at your own risk. I suggest running a scan with Defender on the file before using it, just to be safe, by right clicking on it and choosing 'Scan with Windows Defender' from the context menu dropdown list.
